摘　　要：无效行政行为是各国行政程序法的一项重要规定 ,本文通过对无效行政行为的理论依据、认定标准、具体原因、法律后果及确立无效行政行为的意义等方面的分析 ,提出了在行政程序法中明确规定无效行政行为的建议。The Void Administrative Act is an important institution of the Administrative Procedure Law. The theme hold that it should provide the Void Administrative Act in the Administrative Procedure Law on the basis of an analysis of the difference of the Void Administrative Act and the Revocable Administrative Act ,the theoretical basis of the Void Administrative Act,the detailed causes of the Void Administrative Act and the value of establishing the Void Administrative Act.
