河南外籍教师及留学生卫生检疫监管现况分析和对策

摘　　要：目的依法有计划地实施对河南大专院校外籍教师及留学生卫生检疫监管,以便发现造成传染病传播的隐患,提出应对措施。方法采用卫生检疫查验问卷调查形式,对河南28所大专院校510名外籍教师及留学生来自国家、在华居留时间,健康证明书的内容、办理居留证情况等进行调查和分析。结果河南外籍教师及留学生来源广泛,卫生监管薄弱,健康证明书可信度不易判定、出入境频繁等存在诸多可能造成传染病传播的隐患。结论应进行多渠道宣传,规范管理标准,尽快制定相关规定,加强疫情通报,对重点人进行重点疾病监测。Objective According to the laws concerned, to supervise and survey foreign teachers and foreign students in Henan Universities school so as to find the infected disease spread the hidden danger and to take the counter-measurement. Methods with health quarantine and survey question and answer paper manner, to investigate and analysis those 510 foreign teachers and students from 28 universities and schools in Henan whose nationality, time limit staying in China, health certificate, how to get residence permit. Results & Analysis In Henan universities and school concerned, those foreign teachers and students come from vast areas, health control weakly, authenticity of health certificates unclearly, entry and exit frequently and so on which exist infected diseses spreading hidden danger. Conclusion To strengthen propaganda. finish laws concerned, control regularly, open infected disease surveillance etc.
