摘　　要：公安出入境管理在我国改革开放和现代化建设中具有重要的地位和作用。中国加入WTO后 ,公安出入境管理在面临新的发展机遇的同时 ,也面临着一些挑战。应对挑战 ,思想观念的转变是关键。所以 ,公安出入境管理部门必须牢固树立国家安全观念、服务观念、法制观念、效率观念、科技观念。The cross-border administration of public security plays an important role in our country's reform and opening-up, as well as in the construction of modernization. After China's entry into WTO, the cross-border administration of public security is confronted with some challenges , as well as with some new development opportunities. The key is to convert the ideology in dealing with the challenges . In the light of that , the cross-border administrative sectors must firmly establish the ideas of national security, service, legal system , efficiency, science and technology.
