摘　　要：全球制度对于国家利益、国家行为、国际交往的社会环境具有深远的意义,国际法治的实现有赖于全球制度的构建和巩固。制度完善的努力主要体现在两个层面:第一,国际立法作为秩序的构划阶段,应融入法治价值,在形式上要逐渐减少法律的不成体系,在程序上应增强国际立法的民主性。第二,国际法的实施作为秩序的实现阶段,需要国家更严格地遵循法律、国际组织提供更有效的监督执行机制,更需要在司法阶段通过普遍、有效的机制促进国际正义的实现。Since institutions play an important role in national interest,national activities,and social environment under international contact,the realization of international rule of law depends on the structure and consolidation of international institutions.There are two aspects of the perfection of global institutions.First,international legislations,as the forming period of the sequence,should combine the humanism,sustainable development,culture and harmony together which all coexist.In form,it should reduce th...
