摘　　要：从20世纪50年代以来,联合国及其他国际组织通过了《残疾人权利公约》、《保障精神疾病患者和改善精神健康的原则》等一系列为精神卫生立法提供指导的公约和宣言,产生了保障精神障碍者权益、自愿原则、最小限制选择原则等的基本原则,英国、日本等国家精神卫生法的修改均体现了这些原则,这些先进的立法理念为我国未来精神卫生法的制定提供了有益的借鉴。Ever since the 1950s,the UN and other international organizations have passed a series of conventions and declarations to guide the legislation of mental health,such as Convention on the Rights of Persons with Disabilities and Principles of Ensuring Psychiatric Patients and Improving Mental Health.It has established such basic principles as the principle of guaranteeing the rights and interests of the mentally disturbed,principle of free will,principle of minimum choice limit.The modification of mental heal...
