由“入园难”引起的学前教育财政投入问题的思考

摘  要:当前幼儿"入园难"这一社会现象折射的主要问题是,长期地方分权的分级分类管理教育财政体制导致的优质教育资源稀缺,幼儿园两极分化严重以及日益显现的教育不公平。解决这些问题的关键,首先,应该改变教育观念,突出学前教育的义务性、服务性、教育性,使学前教育成为适龄儿童应该享有的权利;其次,政府要加大教育财政投入,科学地解决"入园难、入园贵"问题,促进教育公平;再次,制度化的学前教育财政体系则是推动学前教育可持续发展的不竭动力。The current phenomenon of 'difficult access to kindergartens' reflects the main problems: scarcity of high-quality educational resources,serious polarization among kindergartens and growing education unfairness,resulted from the education financial system of classified management mode of long-term decentralization.The key solutions are as follow: first,change traditional educational concept to highlight obligation,services and education of pre-school education so that children of school age could have the right to enjoy pre-school education;second,increase governmental grants and solve the problem of 'difficult access,high tuition' to realize educational fairness.Additionally,pre-school education financial system is the sustainable motive to push forward the progress of pre-school education.
