摘　　要：本文以地方政府投融资平台为研究对象,尝试通过引入资产证券化的方式来拓宽地方政府投融资平台的融资渠道,化解投融资平台风险和银行信贷风险,提高投融资平台的资金使用效率。本文首先分析了地方政府投融资平台开展资产证券化业务的必要性和可行性,然后结合国情,设计了政府投融资平台资产证券化的具体运作过程,分析了平台资产证券化的风险控制措施,最后在制度层面上提出了促进政府投融资平台资产证券化的相关配套措施。Studying the Investment and Financing Platform for Local Government,this paper tried to broaden the financing channels,reduce the bank credit risk and the risk of Investment and Financing Platform and improve the service efficiency of funds by introducing the asset securitization.The necessity and feasibility of the asset securitization of Investment and Financing Platform for Local Government were analyzed first.After that,according to the actual conditions,we designed the specific operational process and the risk control measures.In the end,some supporting measures were proposed.
