荷兰高等教育投资绩效评价制度的经验与启示

摘　　要：政府作为高等教育投资的主要行动主体必须要关注高等教育的办学绩效,并对其绩效作出科学的评价,继而根据绩效评价的结果对高等教育作出科学的合理的投资,这既是高等教育经济与管理本身的逻辑体现,又是政府对高等教育作宏观调控的必然的逻辑要求。荷兰是有效运用高等教育投资绩效评价的国家之一,其高等教育绩效评价以法律规范为基础,以科学规范的评价指标为导向,绩效评价的结果与政府对高等教育的投资密切联系,这对中国的高等教育绩效评价制度的生成和发展有着十分重要的借鉴价值。As the main action body of higher education investment the government must concern the school performance,make scientific evaluation,and then according to the results of the performance evaluation of higher education,,make scientific and rational investment in higher education,which is both the logic reflection of economy and management itself and the essential logical requirement of the government's macro-control over higher education.Holland is one of the countries that use the performance evaluation of higher education investment,which,effectively based on legal norms,uses the norms of scientific evaluation index as the guidance,with the result being closely linked with the government investment.This has an important reference value for the emergence and development of the performance evaluation system of China's higher education.
