摘　　要：城乡统筹需加强对农村集体土地的严格管理。目前,地方政府、村委会及村民均不同程度地存在着乱占土地的违法乱纪现象。这些不良后果的背后既有立法规定不健全的原因,又有执法过程中未能严格执法的因素。努力完善集体土地的法律规定并切实依法行政是改变目前尚存问题的法律对策。It′s necessary to strictly govern the rural collective land to develop all around between the city and the area. At present,some bad conditions exist in governing the rural land. Unsuitable legal regulations and practice owes to the present conditions. So it′s important to perfect the legal regulations and practice.
