农村全面小康建设:难点与对策

摘　　要：农村全面小康建设意义重大,但其难度较大、难点较多:农村小康建设的物质文化基础特别薄弱;建设进程较慢;具有显著的不平衡性;农业问题矛盾突出,核心是农民增收难;城乡发展差距不断扩大等。提出如下对策建议:要稳定党在农村的基本政策,继续深化农村改革;大力推进农村经济结构战略性调整;统筹城乡经济社会发展;搞好城镇建设,加快农村人口城市化进程;加大对农业的支持和保护力度。It is significant to construct the overally well-being society though it is difficult with weak base of material and education,slow process,unbalance,slow increase of income and the gap between rural and urban area.This article puts forward that we should stabilize the policy in rural area and further the reform,that the adjustment of strategic structure of rural economy should be promoted and balance of developing rural and urban area should be kept,that construction of township should be fulfilled to fasten the urbanization and that the support and protection of agriculture should be reinforced.
