摘　　要：当今社会并不太平,不管是自然因素还是人为因素,都引发了各种类型的突发事件。频繁发生的突发事件对人们的生命财产造成了极大的损失。蓬莱19-3油田溢油事件的发生不仅造成了比较严重的经济、环境和社会影响,还会推动我国的石油发展战略以及海洋石油开发技术,并会将中国的应急管理引向一个新的方向。本文将从中国的应急管理、蓬莱19-3油田溢油事件造成的影响以及启示三个方面,深入分析此次事故带来的影响。Today's society is not peaceful, either natural factors or human factors are led to incidents, and the frequency of incidents on the rise. Frequent occurrence of unexpected events brings great damage to us. Penglai 19-3 oil field oil spill occurred on June 4, 2011 , caused not only a waste of energy, but also brought great impacts on the economic, environmental and society. In addition, the events will promote the development of China's oil strategy and the progress of offshore oil development technology, and lead emergency management in China to a new direction. Combining modern emergency management, This paper analyzes the influence of Penglai 19-3 oil field oil spill, and summarizes the revelation of this events, and finally come to two conclusions.
