摘　　要：詹姆斯·布坎南是公共选择理论的代表人物,他应用经济学方法研究政治过程,把"经济人"假设拓展到政治领域,提出了"政府失败说",对这一理论进行介绍和分析,对于我国当今政府改革具有重要的启示和借鉴意义。The James ?Buchanan is the representative of public choice theory,he applied economics to political process,and put 'economic man' hypothesis extended to politics,proposed the 'Government Failure theory',to discuss and analyze this theory,has an important inspiration and reference to the current government reforms in our country.
