摘　　要：从4个方面提出合理地利用和开发水资源,形成集农田灌溉、水力发电、防洪排泄、生态屏障为一体的综合利用水资源的建议。Jilin is a main agriculture and forestry province,is facing shortage of water resources of agriculture and the serious flooding problems. In this paper,propose advice on rational use and development of water resources to form integration of irrigation,hydropower,flood control drainage,ecological barrier of utilization of water resources.
