能源安全影响因素及测度指标体系的初步研究

摘　　要：能源安全问题是关系国民经济发展和国家安全的重大战略问题,建立能源安全测度指标体系是实现能源安全评价的前提和基础。对影响能源安全的因素进行分析,可以归纳出影响能源安全的六方面要素。在参照国内外可持续发展研究理论和方法的基础上,运用PSR模型分析能源安全机理,提出用压力指标、状态指标和响应指标描述和解释影响能源安全的六个方面因素,选择了35项指标,初步建立了能源安全测度指标体系的基本框架。Energy security is an important strategic issue in the development of national economy and security. Establishing an indicator system of energy security is the basis and premise for appraising energy security. Six factors are concluded to be affecting the energy security. Based on foreign and domestic research on the sustainable development and applying PSR model in analyzing the mechanism of energy security, it is proposed in this paper that these six factors can be described and explained by using pressure index, state index and response index. A framework of the indicator system for appraising energy security is established by using 35 indicators.
