摘　　要：近年来,随着国际贸易及航运业的迅猛发展,国际海事欺诈问题也日益突显,"鬼船"欺诈作为海事欺诈中一种最重要形式不断蔓延,给托运人、保险人、新买受人等多方当事人造成了巨大损失,积极防范和有效遏制鬼船欺诈,已成为世界各国共同关注的一个焦点。通过滋长原因、行为模式等方面对鬼船欺诈进行分析,应当从个人、国家和国际社会三个层面寻求预防和打击对策。Recent years,with rapid development of international trade and shipping industry,international maritime fraud is increasing obviously.As one of the most important form of maritime fraud,'phantom ship fraud' spreads continually,which causes great losses to shippers,insurers,new buyers and so forth,and hinders the free,healthy and sound development of international shipping industry.Active precaution,as well as effective prevention of phantom ship fraud,has become a focus of attention of the whole world.This paper discusses and analyses phantom ship fraud from perspectives of reasons for growth and behavior patterns,aiming to seek preventing and combating measures in terms of individuals,countries and international community.
