摘　　要：新农合是政府主导、财政补助较高、农民缴费和保障水平都较低的、处于"试点"中的初级社会保险制度。将新农合提升为正规的缴费型社会保险制度,是《社会保险法》确定的发展方向。新农合制度完善和创新的决定性因素和首要任务,是贯彻社会连带、互助共济、社会契约、社会共同责任等社会保险的理念,建立科学的筹资分担机制,并明确参保农民参与新农合管理监督的途径和方式。The new rural cooperative system is a pilot primary social insurance system dominated by government with high financial assistance,lower fees and security level for farmers.It will be transformed to regular contributory social insurance system according to the Social Insurance Law.So the decisive factor and the primary task for the improvement and innovation of the new rural cooperative system is to implement the idea of social joint,mutual assistance,social contract,common social responsibility,establish a scientific mechanism for financing,and nail down the ways for the insured farmers to participate in the management and supervision of the new rural cooperative system.
