摘　　要：针对哈大客运专线项目线路长、投资额大、技术难度高、建设周期长、施工环境复杂、穿越经济发达城镇多的新型特点,哈大客运专线将指导性施工组织设计直接转化成为严谨科学的管理图表,辅以有效合理的分析方法,为决策者提供快捷可行的调整预案,从而确保建设项目实现质量、安全、工期、投资、环保、技术创新"六位一体"的最优结合。Harbin-Dalian Passenger Dedicated Line is characterized by long distance,huge investment,great technical complexity,long construction period,complex environment condition and traverses economically developed cities and towns.The guiding construction program for this particular railway line is featured with rigorous and scientific management charts,effective and reasonable analysis to provide decision-makers with immediate and feasible adjusting preparatory plan for the purpose of optimized combination of quality,safety,duration,investment,environment and innovation to complete the construction project.
