摘  要:我国农村问题的核心是"三农"问题,"三农"问题的根本原因是农村人口的技能低。实施农村"后义务职业技术教育"就是政府统筹规划、合理布局,利用财政投入在全国各地创办较大规模的、有专业特色和符合质量要求的职业技术学校,采取户口转移、减免学费等政策,鼓励已完成九年义务教育的农村学生进入职业技术学校进行为期三年的职业技术教育。实施农村"后义务职业技术教育"是彻底解决"三农"问题的有效方法,是实现我国科技兴农和科教兴国战略的根本保证。全面推进农村"后义务职业技术教育"30年,必将从根本上改变我国农村的落后面貌。The core problem of the rural areas in China is the issues of 'agriculture,farmers and rural areas',the fundamental cause of which lies in the low skills of rural population.The implementation of the 'Post-compulsory vocational and technical education' in rural areas means that the government will found large-scale,specialized and qualified vocational and technical schools throughout the country through financial investment with overall planning and rational distribution,and take the policy of transfering residence registration and exempting tuition to encourage the rural students to continue the three-year vocational and technical education after completing the nine-year compulsory education.The implementation of the 'Post-compulsory vocational and technical education'in rural areas would be an effective way of solving the issues of'agriculture,farmers and rural areas' and the fundamental guarantee to carry out the strategy of invigorating agriculture through scientific and technological advances and the strategy of invigorating the country through science and education.Comprehensively promoting the 'Post-compulsory vocational and technical education' for 30 years will fundamentally change China's rural backwardness.
