三峡库区农业面源污染控制的生态补偿政策研究

摘　　要：分析了现阶段三峡库区农业面源污染的现状,即施肥结构不合理、化肥农药使用量过大,农作物废弃物回收利用率较低、持久性有机污染严重,污水处理处于起步阶段、农业废水垃圾增多,水产养殖面积逐步扩大、生态系统平衡被打破以及这些问题产生的主要原因,并在此基础上对实施三峡库区农业面源污染控制的必要性进行了阐述,提出了三峡库区农业面源污染控制的生态补偿政策,即建立完善的政府支出型补偿机制、实行科学的税收改革型补偿机制、培育自助的基金型补偿机制、落实权责一体的责任型补偿机制、培养循环利用的自养型补偿机制和实施合理的区域间补偿机制。this report analyze current situation of agricultural pollution in three gorges reservoir region that is irrational of fertilization structure,excessive use of chemical fertilizers and pesticides,low of crop waste recycling rates,serious of persistent organic pollution,the initial stage of sewage treatment,increased of agriculture waste water,expand of the aquaculture area,destroyed of the ecosystem balance and the main cause of these problems.on this basis,explained the necessity of controlling agricultural pollution,and put forward policies of ecological compensation about controlling agricultural pollution,such as establish perfect compensation mechanism of government spending type,carry out science-compensation mechanism of tax reform,cultivate compensation mechanism of self-fund-based,execute compensation mechanism of the integration powers and responsibilities,develop compensation mechanism of recycling and implement reasonable interval compensation mechanism.
