摘　　要：大连7·16油库火灾事故暴露出特大型石油库在规范层面存在输油管道和油罐漏油防范、油罐阀门设置、油罐区分隔、消防道路设置、重要设施的安全间距、消防设施规模、供电可靠性和油罐操作等八个方面要求不足的问题。新编国家标准《石油储备库设计规范》采取了有针对性的防范措施,并制定了相应的规定。Problems in inadequacy of giant tank farm standards on oil pipeline and tank leakage,planning and design of tank valves,separation of tank farms,planning of fire fighting passages,safety distance of important infrastructure,scale of fire-fighting facilities,power supply reliability and operation management of tanks are exposed in Dalian '7·16' fire explosion accident.Pertinent preventive measures for the above problems are included in the new edition of national standard Code for Design of Petroleum Storage Depots and the corresponding regulations are made.
