云南与周边国家贸易便利化问题与对策研究

摘　　要：在当今世界经济全球化和区域经济一体化进程加快,国际经济贸易和区际经济贸易迅速发展的背景下,如何促进国家间和地区间贸易便利化已引起普遍共识。云南省为边疆少数民族地区,社会经济发展水平相对于国内其他省份还显落后,云南的贸易加权贸易便利化指标更是低于我国总体水平,周边国家贸易便利化水平也普遍比日本、韩国、新加坡要低。要改变这种现状,提高云南的贸易便利化水平,就必须采取灵活的融资方式,解决推行贸易便利化过程中基础设施投入不足问题;延伸贸易便利化程序,涵盖贸易产品价值链条,降低贸易便利化推行成本;转变政府职能,完善贸易体系,创建贸易便利化推进的和谐政治、经济环境;完善现行结算体系,建立汇率稳定机制;解除阻碍贸易便利化的人才瓶颈。Under the background of accelerating economic globalization,regional economic integration,development of international and interregional trade,the general consensus holds that trade facilitation should be improved.Yunnan is in the frontier minority areas.Its social-economic development level is significantly behind other provinces,and its trade facilitation is even further below the average level of the country.Trade facilitation in its neighboring countries is also lower than that of Japan,Korea,or Singapore.To change this situation and improve Yunnan's trade facilitation,financing mode should be flexible to solve the present problem of inadequate investment in infrastructure,expand the coverage of trade facilitation to include value links of trade products,reduce the cost of operation,transform government's function,improve the trade system,establish a political and economic environment that is harmonious with trade facilitation,improve the present settlement system,set up an exchange rate stabilizing mechanism,and remove the bottle neck of not enough competent personnel.
