摘　　要：农村市场化改革带来乡村经济社会转型,农民的主体权利意识与民主法治观念逐步提高,参与农村社会管理和基层治理的积极性与热情度显著增强。农村基层治理体制在转型期乡村政治、经济、社会发展的新背景下开始面临着变革和调整的重任。乡村政治、经济发展和社会转型是农村基层治理变革的现实背景与基本前提,同时,基层治理变革和民主政治发展又是促进农村经济社会转型的根本动力。转型期,农村经济发展和社会转型带来乡村基层的政治结构、经济结构、社会结构等深刻变化,农村基层治理变革具有必然性,成为实现农村经济社会科学发展与乡村社会和谐稳定的根本出路与重要途径。Rural marketization reform brings about rural economic and social transformation. Farmers' right con-sciousness and concept of democracy and the rule of law have been gradually improved. The enthusiasm and passion of participation in the rural social management and grassroots governance have significantly enhanced. Rural economic and social transformation is a voluntary market-based reform, social macro change and systematic process covering rural grass-roots governance and rural politics. It is a necessity and an inevitability of rural self-governance reform and rural grass-roots democratic politics. Its changes are not only the measures for the market-oriented reform, but also the essen-tial systematic link for the rural economic and social transformation. Constitutional governance of the grass-roots self-gov-ernance represents a direction.
