论西部民族地区的行政文化建设

摘　　要：民族自治地方的行政文化既有中国传统行政文化的共性,又有其独特的个性,这种行政文化对社会政治稳定和发展有着双重影响作用,积极作用表现在以民族区域自治制度为基础的行政文化,在规范和制约行政主、客体方面,具有强大的凝聚力和向心力;消极作用表现在传统民族文化与市场经济发展价值观的冲突进而引发政府信任危机和行政混乱。因此西部民族地区必须重视加强行政文化建设。In western minority nationality areas, administration culture has both general character of Chinese traditional administration culture and specific character such as minority nationality, religion and strong conflict between sealing and opening. This administration culture will produce double impact on social stability and development. On the one hand, the administration culture based on the system of regional autonomy of minority nationalities produce great centripetal force in standardizing administration subject and object. On the other hand, the conflict between traditional value and market economy value will lead to trust crisis in the government and administration confusion. Therefore, we should attach importance to constructing administration culture in western minority nationality areas.
