关于辽宁制造业科技人才战略的思考

摘　　要：辽宁制造业只有掌握了制造业的核心技术,才有可能在国内外制造业竞争中发展起来,而核心技术的最终决定因素在于制造业的科技人才。制造业科技人才成为制约和衡量辽宁制造业发展水平的重要因素,成为辽宁制造业与国际先进制造业竞争的决胜点。本文从"思想战略"、"机制战略"和"管理战略"三个方面论述了辽宁制造业科技人才战略。Manufacturing industry in Liaoning Province would be able to develop well in domestic competition only after it master the core technique, and the core technique finally depends on the factor of science and technology talents, which is the important factor that restricts and measures the developing level of Liaoning manufacturing industry, it also is the key point for Liaoning manufacturing industry to win in the competition with the international advanced manufacturing industry. This article expounds the science and technology talent strategy in the following three aspects: ideological strategy, mechanism strategy and management strategy.
