摘　　要："住有所居"是民生建设的重要内容,也是公共服务型政府的重要职责之一。本文从财政干预保障性住房建设的理论依据和经济效应入手,在对我国保障性住房市场进行实证分析的基础上,提出了促进保障性住房建设财政手段的创新思路。'Everybody has a housing' is the important content of people's wellbeing construction,also is one of main responsibilities of public service government.The article analyses the theoretical arguments and economic effects that public finance intervenes security housing,studies the current conditions of security housing in China and proposes the innovations on how to promote security housing construction from the public finance perspective.
