土地利用总体规划实施的多维评价指标体系的构建及其应用

摘　　要：通过选取土地利用总体规划实施的多维评价指标,采用文献资料法、层次分析法(AHP)构建一套量化、操作性较强的土地利用总体规划实施的多维评价指标体系和评价方法,运用此多维评价指标体系对康乐县上一轮土地利用总体规划的实施进行了评价。研究表明:康乐县土地利用总体规划实施评价的综合评分值为89.43,土地利用总体规划在实施中社会、经济、生态各方面协调良好,效果明显;土地利用总体规划实施的多维评价指标体系的构建是合理的,评价方法是科学、严密的,为其他市、县及乡镇的土地利用总体规划实施的评价提供了重要的参考。Through the selection of multidimensional evaluation index on implementation of general land use planning,the paper using literature data and APH tried to construct a set of multidimensional evaluation index system and evaluation method of quantitative and operational stronger on implementation of general land use planning.The last round of implementation of general land use planning of Kangle County was evaluated by using the multidimensional evaluation index system.The results show that: the comprehensive score of implementation evaluation of general land use planning of Kangle County is 89.43.The effect is obviously and well-coordinated in the aspects of society,economy and ecology during the implementation of general land use planning in Kangle County.The construction of multidimensional evaluation index system on implementation of general land use planning is reasonable,evaluation method is scientific and rigorous and it provides important reference for evaluating on implementation of general land use planning of other cities,counties,villages and towns.
