摘　　要：低碳城市是我国城市发展的必然趋势和路径选择。西安作为国家发改委确定的西北唯一低碳试点省份的中心城市,《关中—天水经济区发展规划》赋予其国际化大都市的战略定位。文章系统分析西安建设低碳型国际大都市的必要性与可行性,结合西安城市发展现状,阐述西安低碳型国际大都市的定位和阶段目标,最后给出建设低碳型国际大都市的对策思路。Low carbon city is the inevitable trend and routing selection of Chinese cities development.Xi'an,as the only center city in northwestern low carbon pilot provinces confirmed by NDRC,will be built into a metropolis according to the Development Plan of Guanzhong-Tianshui Economic Zone.According to the current situations of Xi'an City,this paper discusses systematically the necessity and feasibility to Xi'an building low carbon metropolis,analyses deeply the positioning and the stage goal,proposes strategic policies about the Xi'an low carbon metropolis.
