摘　　要："十二五"规划纲要设立专篇,提出建立健全中国特色社会主义社会管理体系。政府工作报告则将社会管理列为2011年重要工作之一。随着社会多元化发展,社会管理也应走向多元化。我国是农业大国,农民是我国最大的社会群体,社会转型背景下研究创新农村社会管理问题在我国有着特殊的重要意义。基于对农村特殊乡情、民情的考量,农村参与式社会管理理论和实践核心的是参与,其基本要求是创新农村管理新理念,实践基础则是民主参与,主要方式是官民互动,基本前提是增强农民权利认同感,根本目的在于多元的利益诉求皆能通过制度化渠道予以合理表达和维护,藉此建立健全中国特色农村社会管理体系。'The 12th Five-Year' Plan for the establishment of special articles,proposed the establishment of a socialist society with Chinese characteristics,improve the management system.Social management will be the government work report as one of the important work in 2011.With the development of social diversity,social management should be to diversify.China is a large agricultural country,farmers are the largest social groups,social transformation of rural social context of research and innovation management in China has a special significance.Based on the rural special nostalgia,feelings of consideration,the rural participatory social management theory and practice of the core is involved,the basic requirement is an innovative rural management new ideas,practical basis is the democratic participation of the main means of officials and the public interaction,the basic premise is to enhance farmers the right to identity,the fundamental purpose of the interests of diverse demands of institutionalized channels will always pass the expression to be reasonable and maintenance,to establish a sound management system of rural society with Chinese characteristics.
