社会养老保险统筹层次与经办管理体制之关联性分析

摘　　要：《社会保险法》明确提出,应逐步提高基本养老保险基金统筹层次的战略目标。然而,现有的"条块结合、以块为主"的社会养老保险经办管理体制对基本社会养老保险统筹层次的提高产生了严重的制约,出现了权力下移、责任上移的现象。权力下移必然激化统筹层次内下级政府的权力寻租行为,而责任上移则表现为加剧统筹层次内最高政府的财政风险。因此,针对社会养老保险经办管理体制,进行以"垂直管理"、"权责统一"、"权责明晰"为特征的改革成为统筹层次提高后的必然选择。The Social Security Law,has clearly proposed the strategic objectives in improving the overall arrangement planning by gradually raising the basic endowment insurance funds.However,the existing management system seriously restricted its operation by means of integration the central and municipal management and even giving priority to the latter and,therefore appears the two-way movement with powers shifted down while duties up which may result in both a rent-seeking behaviour of local governmental departments and financial risk of central government.So the reform of the management system of social pension insurance should be characteristics as the vertical management with accountability unification and clear responsibility.
