摘　　要：目的:测算上海市社区卫生服务机构的财务收支情况,为卫生政策的研究和制定提供证据。方法:提取和分析社区卫生服务机构的2002-2009年财务管理数据。结果:由于控制药品加价率、价格政策、人力成本上升、政府加大投入等因素的综合影响,社区卫生机构在2007出现赤字后,2008年赤字总量得到控制,2009年实现了收支平衡,略有结余。结论:建议继续加大政府对社区卫生机构的投入,以配合基本药物制度改革,减弱对药品收入的依赖性,逐步提高反映技术劳务的项目收费价格,保障医务人员收入与社会经济发展水平同步。Objective: To analyze the revenue and expenditure pattern of the community health service centers and provide evidences for researchers and policy makers.Methods: Financial data of community health service centers was extracted from Shanghai Municipal Health Bureau.Results: While controlling the drug markup in community health services centers,pricing policies,escalation of human resources costs and the enlarging of government fiscal input,community health service centers had deficit in year 2007 and 2008.They tended to have surplus in year 2009.Conclusion: It is proposed that the government continue to increase its input into community health service centers and keep up with the pace of essential medicines system reform.It is also suggested that the dependence on drug markup be weakened,the prices of services containing knowledge and skills be progressively raised and the healthcare workers income be guaranteed.
