可持续发展与西部大开发中的地矿资源保护

摘　　要：西部地区是我国地矿资源的主要储藏区 ,在世界地矿资源已出现危机的今天 ,西部大开发过程中 ,努力保护那里的地矿资源 ,实现西部地区社会经济的可持续发展 ,就是维护中华民族的长期顺利生存和发展 ,就是在切实维护我国的国家主权和在国际上的政治主动权和独立性。加强对西部大开发过程中的地矿资源保护 ,必须牢固确立科学的现代化意识和国家主权意识 ;地矿资源的合资开发 ,必须以满足西部地区和整个国家的现代化建设需要为基点 ;对于国际市场上比较丰富的地矿资源 ,我们应当使用自己的为主转向主要向国际市场购买 ;最后应加强法制建设 ,有效规范开采和利用。It is rich in mines in west China.In the process of developing,we must do our best to protect the mines and realize the promoting steady clevelopment in the social economy.That means to protect the long_term extense and development,That is to protect our national sovereign rights and the political initiative and independence in the world.The joint_venture development in the mines must meet the needs in west china & of our modernizations.We must put our purchase from the world market in the first place,then make full use of our,own,and strengthen the legal system.
