摘　　要：边防警察行政执法观念存在偏差、经费缺乏、警力不足、执法制度有缺陷等原因,导致边防警察行政执法能力建设存在种种问题。要提高边防警察行政执法能力,应把"转变执法观念,强化‘以人为本’理念,建立培训制度,引入竞争机制,建立考评制度,完善内部监督"等作为重要路径。Owing to the deviation of the concept of administrative law enforcement,lack of fund,deficiency of police force,and defects in law enforcement system,the reconstruction of the administrative law enforcement ability of the frontier defense police encounters confusion.It is necessary to take measures,such as transforming law enforcement concept,strengthening the conception of 'people-orientation',establishing training system,introducing competition mechanism,establishing an appraisal system and improving internal supervision.
