摘　　要：输变电工程造价的变化除工程内部因素影响外,还受多种外部环境因素的影响。借鉴PEST方法 ,将输变电工程造价的外部环境影响因素分为政策环境、经济环境、社会自然环境和技术进步4个方面,结合"十一五"期间的历史数据,通过定性和定量方法全面分析各项影响因素对工程造价的影响程度以及影响程度的变化趋势。The cost of power transmission project is affected not only by the internal factors but also by the external factors.Based on the macroscopic environment analysis model-PEST model(Political Economic Social Technological),the external factors were divided into four aspects,including policy environment,economic environment,social & natural environment,and technological development.On the basis of the historical data of the'11th Five-Year Plan'(2006-2010),the influence degree and its variation trend of the various factors on the project cost were analyzed.
