湖北水库移民参与后期扶持项目建设的实践

摘　　要：后期扶持是我国为解决水库移民遗留问题而采取的一项特殊政策,在后期扶持项目建设中引入移民参与机制,是我国水库移民管理手段的一种创新。为了充分发挥后期扶持的政策效应,在湖北钟祥、松滋、荆州等地项目扶持实施过程中,通过采取创设移民机构、民主立项、项目公开、全程监督、审核资金等方式践行了移民参与制度,取得了一定成效,但也存在移民参与意识不强、能力不足、制度不健全问题。就此,提出了强化参与意识、明确操作规程、培育民间组织、提升移民能力、畅通参与渠道的应对措施。The later supporting program is a special policy adopted so as to solve the left over problems of reservoir resettlements.The introduction of participation mechanism in the construction of the later supporting program is an innovation in reservoir resettlement management in China.In order to give full play to the effect of the policy,during the implement of supporting program in Zhongxiang,Songzi and Jingzhou Counties in Hubei Province,the resettlements participation system is realized with some effects through establishing resettlement organization,democracy project establishment,project known to the public,monitoring of the whole course and investment audit,meanwhile,the problems such as lack of participation and ability and imperfect system still exist.Therefore,the countermeasures including strengthening the sense of participation,making clear the operation regulations,cultivating nongovernmental organization,improving relocate's ability and unblocking the participating channel are proposed.
