论良性官民生态视角下的社会管理创新

摘　　要：社会管理在本质上是一种运用公共权威实施公共管理的行为,而要达到公共权威运用的最佳状态,不能仅仅靠政府单方面努力或单向度的控制,必须依靠政府与公民的共同努力、相互付出与彼此协同。良性的官民生态是形成协同共治型社会管理模式的基础,倡导良性官民生态对于加强和创新社会管理具有重要意义。为此,必须着力培养和塑造"积极公民"的角色,加快推动各类非政府组织的发展与完善,并充分发挥企业组织在社会管理中的积极作用。Social management is the behaviour of public administration implemented by using public authorities.And to achieve the best state of using public authority,society can not simply rely on the control of the government's unilateral efforts or one-dimensional control,we must rely on joint efforts of government and citizens,pay the synergy with each other.Benign ecology of officials and the public is the basis for the formation of co-administration of social management.Thus,advocacy of benign ecology of officials and the public is of great significance for strengthening and innovation of social management.To this end,society must strive to cultivate and shape the role of active citizenship,to expedite the implementation of the development and improvement of the various types of NGO and to give full plays of the positive roles of business organizations in the social management.
