摘　　要：政府规制关键是提供一套有效的制度安排。由于制度性的差异,中国和西方国家的政府规制改革呈现出诸多的不同——宪政差异、经济体制差异和行为主体差异,因此,以三权分立为前提假设的西方规制经济理论不能直接应用于我国的政府规制改革实践。中外政府规制制度性差异的分析有助于我国政府规制改革的深化与完善。The key of government regulations is setting up an efficient system.Due to the system difference,there are many differences on government regulations reform between China and western countries,such as constitutional difference,economic system difference and behavioral agent difference.Thus,the economic regulation theory of the west that based on the separation of powers can not be applied for government regulations reform of China but could be helpful for deepening and perfecting the reform.
