摘 要:绩效信息是指绩效评价活动产生的、有关绩效指标与评价结果等信息的统称。绩效信息有利于组织"知己",也可服务于组织的决策、管理、监督以及政府与公民和社会的交流与沟通。政府绩效评价以绩效信息需求为起点,对绩效信息的需求动机包括决策动机、管理动机、监督动机和研究动机。绩效评价因政府的内外部压力而产生,受到评价技术、权利制衡、政党竞争、信息技术进步等因素的影响。对绩效信息的需求和供给互动是推动绩效评价活动发生发展的强大动力,其中,来自需求一方构成第一推动力。在动态条件下,这两股作用力在持续不断的矛盾互动中螺旋般相互促进和加强,成为政府绩效评价持久不衰的动力源泉。Performance information(PI) is a general term about the performance indicators and evaluation results produced by government performance measuring(GPM),which is oriented toward the demand of PI.PI helps an organization to know itself,to serve decision-making,management,supervision and communication between the government,the citizen and the society.The demand for PI derives from such incentives as decision-making,management,supervision and research.GPM results from the inner and outer pressure of the government,and is influenced by measuring technology and IT,check and balance of powers,and competition between parties.The demand and supply of PI becomes a powerful force that pushes forward the occurrence and development of GPM,and the demand force is the first cause.Under dynamic condition,the two opposite and interactive forces,improving and strengthening mutually and spirally in continual contradiction interactions,come to be the lasting driving source for GPM.
