公选村支书的发生机制与现实价值

摘　　要：公选村支书从局部试点并在全国推广,标志着公选村支书已经从个别地方的实践成为选拔村支书的一种重要的制度安排。从发生机制上来看,公选村支书主要由地方主动创新,并由地方党政领导精心设计、直接组织的。公选村支书创新了村干部的选任方式;提高了村干部队伍素质;扩大了党内民主,巩固了党在农村的执政基础;推进了基层民主的发展;深化了乡镇机构的改革。Regarding village secretary public election,from experimental points at some areas to national promotion,which marks village secretary public election become an elevated important system arrangement from individual local practice.From occurrence mechanism viewing angle,village secretary public election is innovated by locals,designed elaborately and organized directly by local party and government administration.Village secretary public selection innovates electoral methods of village cadres;improves quality of village cadres;enlarges inner-party democracy,consolidates party's ruling foundation at villages;boosts democracy development at the grassroots level;deepens reformation of town and township government bodies.
