摘　　要：为确保民用航空跑道安全始终处在可接受的水平,基于民用航空跑道不安全事件的分类及特征,以国际民航组织推出的"航行系统打包升级规划"为指南,提出了民用航空跑道安全促进战略体系。提出3条战略:持续改善航空器进近能力;持续提升对机场道面状况的监视和反应能力;持续提升空中交通管理信息数据交互能力。提出4条实施策略:营造各方协同环境;贯穿基于数据采集分析的风险管理方法;依托战术升级整合实现战略意图;将持续提升事后补救能力作为战略补充。为系统性、前瞻性地解决跑道安全促进问题提供了参考。To insure consistent acceptable level of runway safety in civil aviation,a system of runway safety promotion strategies in guidance with 'Aviation System Block Upgrades' raised by the International Civil Aviation Organization was provided,based on conclusions about runway event categories and traits in civil aviation.There are 3 strategies as follows: consistent improvement of aircraft approach capacity,consistent promotion of monitoring and reacting capacity on surface status at aerodrome,consistent promotion of informationexchange capacity on Air Traffic Management.Accordingly,there are 4 implementation policies as follows: building up coordinative environment within all entities,implementing risk management methodology based on data collection and analysis,realizing strategy purposes through tactics upgrading and integrating,consistently promoting relief capacity after event as strategy supplementary.Reference is made for solving runway safety promotion problems systematically and prospectively.
