摘　　要：科技创新型中小企业在实现我国经济发展方式转变、经济结构调整及提升自主创新能力方面发挥着重要的作用。然而,以审慎经营和追求利润最大化为目标的商业性金融不愿对其提供资金支持,融资难已成为制约企业成长的瓶颈。为弥补市场失灵,政策性金融应充分发挥其特有的政策导向与资金扶持、首倡诱导与虹吸扩张功能,在企业成长的初期阶段,构建政策性金融体系以支持并诱导更多商业性金融支持科技创新型中小企业的成长。Scientific innovation small and medium-sized enterprises(SMEs) have played an important role in realizing economic growth style transition,economic structural adjustment and upgrading of independent innovation ability.However,aiming at prudent operation and maximization of profits,the commercial finance is reluctant to provide financial support,and the financial difficulty has become a bottleneck limiting the growth of the enterprises.To make up for market failure,policy finance should give full play to its special functions of policy orientation and financial support,initial induction and siphon expansion.In the early stage of the enterprises growth,the policy financial system should be constructed to support and induce more commercial finance support for the growth of scientific innovation SMEs.
