摘　　要：文章在分析公用事业特点以及东西方关于管制制度背景的基础上,借鉴现代管制理论,对我国公用事业企业(受管制者)与管制者、消费者之间发生的博弈行为进行了研究,探讨了三者之间围绕公用产品补贴和价格而进行博弈的行为,从博弈的视角研究公用产品的定价过程,并提出了相应的政策建议。Based on the analysis of public utility and the institutional background of China and the West,by using modern regulation theory,the paper studies the utility companies' game behavior around public subsidies and price among the utility companies(regulated) and regulators,consumers.And then it analyzes the public utility pricing process from the perspective of the game,and puts forward policy recommendations.
