摘　　要：我国富煤、贫油、少气的自然资源禀赋给我国能源利用提出了新的要求,而以煤炭为核心的煤炭清洁利用技术虽然历经多年的发展和进步,但是产业价值链仍存在产业链依赖性强、高低端共生、资源配置浪费、发展资金不足、耗费成本高带来的投资萎缩等问题,而无论从政治、经济、社会角度还是煤炭清洁利用产业自身特点都有必要让政府以一种积极的姿态和合理的方式介入,那么引导、激励、服务、规范为主旨的政府作用机制应该成为资源竞争时期政府行动的应有之义。The characteristics of our country's natural resources are rich coal reserves,poor oil reserves and small amount of gas.This situation puts forward the new requirement of energy utilization to our country.Though after many years development and advancement,coal cleaning technology has also many problems such as strong dependency of industrial value chain,the existence of high and low level at the same time,waste of resource allocation,lack of development funds and the shriving of investment because of high consume costs.Whether from the perspective of political,economic,social or the clean coal technology own characteristic,government should intervene in this situation with an active attitude and a reasonable manner.The mechanism of government's role which contains guidance,encouragement,service,specification should be good choice during the period of competition for resources.
