摘　　要：文章从大连软件和信息服务业的发展现状出发,采用SWOT的方法对大连软件和服务业的发展环境进行分析,并利用层次分析法对大连软件和信息服务业的内外部环境要素进行排序,形成SWOT四边形战略选择矩阵,最终分析出以防御型战略为主,其他战略为辅的大连软件和信息服务业发展战略模式。在此基础上,提出了以人才策略、自主创新策略为主,产业集群策略、政府政策扶持策略为辅的实施战略,以实现大连软件和信息服务业的产业战略。This paper analyses the present situation and features of Dalian software and information services.With the application of SWOT analysis,this paper sorts the internal and external environmental factors of Dalian software and information services by AHP and chooses strategies by SWOT matrix quadrilateral.Finally,it presents the development strategy model dominated by defensive strategies and supplemented by other strategies.On the basis,it proposes the implementation of strategies dominated by talent strategy,innovation strategy and supplemented by industry cluster strategy and support strategy of government policy,in order to achieve the industrial strategy of Dalian software and information services.
