包容性增长视角下农民工贫困问题再审视

摘　　要：农民工贫困问题是和谐社会不能忽视的重要社会问题之一。农民工贫困主要表现为经济贫困、权利贫困和能力贫困三个方面,它们之间相互作用、相互影响。人力资本不足和社会排斥是造成农民工贫困的主要原因。包容性增长理论倡导机会平等、增能和赋权、共享经济社会发展成果。在此视角下,通过对农民工人力资本进行开发以实现增能,通过废除社会排斥制度和构建社会安全网络以实现赋权,是治理农民工贫困的有效举措;农民工贫困的缓解,可以提高农民工对经济社会生活的参与度,更公平分享改革开放成果,增加社会包容度。The issue of farmer-workers' poverty is one of the important social problems the harmonious society cannot ignore.The poverty of farmer-workers shows in the form of economic poverty,right poverty and capacity poverty,which have mutual influences on each other.The main causes for farmer-workers' poverty are insufficient human capital and social exclusion.The Inclusive Growth Theory advocates equal opportunity,energization,empowerment and commonly-sharing social development achievements.From this perspective,it is the effective measure for governing farmer-workers' poverty to realize the energization by developing human capital of farmer-workers,to eliminate social exclusive institutions and to construct social safety network in order to realize empowerment.The alleviation of farmer-workers' poverty can increase farmer-workers' participation degree into economic social life,more equally share the achievements of reform and opening and enhance social inclusiveness.
