摘　　要：基于对内蒙古与发展低碳经济相关的优劣势分析,进一步对内蒙古发展低碳经济进行了SWOT分析,并对SWOT分析中外部环境的机遇和威胁分别进行了PEST分析。将SWOT分析和PEST分析充分结合,建立了S-W-O(PEST)-T(PEST)策略模型矩阵,在不同情境下,尝试性做出内蒙古发展低碳经济的可行性决策。最后,结合内蒙古外部环境和自身特点,对政府、企业、居民、学校四大群体提出了具体的低碳建议措施。Based on the advantages and disadvantages of Inner Mongolia,the development of low-carbon economy in Inner Mongolia is analysed by the method of SWOT analysis,opportunities and Threats in external environment of SWOT is also analysed by the method of PEST,then SWOT analysis and PEST analysis are fully integrated,establishing a S-W-O(PEST)-T(PEST) policy model matrix.The paper tries to make a feasibility decision to develop the low-carbon economy of Inner Mongolia in different situations.Finally it combines the external environment and its own characteristics of Inner Mongolia,proposes low-carbon measures for the four groups which is government,enterprise,resident,schools.
