新农村建设中畜禽养殖的环境管理——以甘肃省为例

摘　　要：在我国加快新农村建设的过程中,畜禽养殖业产生的污染日益突出,防治畜禽养殖污染的法律法规虽然出台,但相对污染的严重性却远远滞后,本文结合甘肃省畜禽养殖污染的实际情况,提出了四点具体的污染防治的环境管理措施:(1)合理规划,杜绝区域污染;(2)加强规模化畜禽养殖的环境管理,落实"三同时";(3)散养型的粪便资源化规模式研究和推广;(4)加强环境管理的培训。In the process of accelerating China's new rural construction,pollution from livestock industry is increasingly prominent.The laws and regulations of the pollution of livestock industry are carried out,but it's far behind the seriousness of the pollution.Combined with the actual pollution situation of livestock industry in Gansu Province,this paper puts forward four specific environmental management measures in the prevention and control of pollution:(1) Reasonable planning,stoping the regional pollution;(2) Strengthening the environmental management of scale livestock industry,carry out the 'Three simultaneity';(3) Researching and extent the recycling of the waste keeping free-roaming type of scale;(4) Strengthening the environmental management training.
