浅议建设国际旅游岛过程中的环境保护机制体制创新

摘　　要：海南省国际旅游岛建设上升为国家战略,必须全面推进各个领域的改革,并在重点领域和关键环节率先突破,大胆创新,尽快形成有利于资源节约和环境保护的机制体制。首先分析了海南省在环境保护机制体制方面存在问题,详细分析了海南开展环境保护机制体制创新的必要性与优势,明确创新基本思路,提出创新重点任务和重点领域,为海南省环境保护提供决策依据。Hainan must promote comprehensive reform in all terms,while international tourist island of Hainan Province becomes a national strategy,including bolding innovation in key areas and key links,as soon as possible taking shape beneficial mechanisms for resource conservation and environmental protection system.This paper first analyzes the problems in the environmental institutional mechanisms of Hainan Province,to carry out a detailed analysis of the need for environmental protection mechanisms and advantages of institutional innovation.This paper builds a clear innovative basic ideas,and puts forward the key tasks and key areas of innovation,which provides basis for decision making during Hainan environmental protection.
