摘　　要：在国家政策的扶持下,北部湾经济开发区的开发建设已经如火如荼。企业的进一步富集与外来人口的大量涌入,加剧了当地人与自然的矛盾。环境保护的外部不经济性决定了政府成为保护环境与公众利益的最重要的主体。面对区内环保工作的新形势,机构权限不清、属地管辖制度弱化主管部门职能、运行资金不足等现状已成为当地环保行政管理体制面临的主要问题。文章参考其他国家的先进制度,结合我国实际,提出改善的建议。In the support of the government's policies,North Bay Economic Development Zone is like a raging fire.However,the further enrichment of the enterprises and the immigration's pouring here aggravate the contradiction between the human and the nature.The external diseconomies of the environmental protection make the government to be the most important mainstay that protects the environment and the public interest.With the new situation of environmental protection work in the newly developing area,the current issues,such as the agency authority is not clear,appendage jurisdiction system's weakening competent department functions,and the limit of administrative capital have become the primal problems that the local environmental protection administration management system has to face with.This text puts forward the suggestions to improve the environment of North Bay Economic Development Zone,after the author refers to foreign advanced systems and consider the practical situation of our country.
