海洋生态渔业:我国伏季休渔制度的优化方向

摘　　要：伏季休渔虽然在缓解海洋渔业衰退、保障资源养护、提高渔获产量等方面效果明显,但并非解决过度捕捞、资源恢复和生态平衡的治本之策。为此,依据蓝色经济的发展理念,在完善海洋休渔、禁渔制度,建立生态保护区的基础上,研究实施科技兴渔、经济高效、资源保护、环境友好的海洋生态渔业,可为伏季休渔难以解决的海洋资源保护、生态平衡和渔业可持续发展问题,提供符合科学发展观的蓝色经济策略选择。Though summer closed fishing has positive effects on easing decrease of fishery resources,bettering culture of offshore resources and improving catch,it's not the solution to marine overfishing,resource restoration and eco-balance.Hence,by theory of blue economy and on the basis of completing summer closed fishing and setting up marine ecological conserve,we should take a research and come up with eco-friendly,low-cost,high-profit development measures of marine ecological fishing which are conducive to realizing resource protection and scientific fishing restoration.Choosing marine ecological fishing can offer realistic tactical choices with characteristics of scientific development for problems of marine resources protection,marine ecological balance and sustainable development of fishing,which is hard for summer closed fishing.
