制约陕西民办高等教育发展的政策歧视与措施建议

摘　　要：民办教育政策是推动陕西民办高等教育发展的重要保障。当前受国家有关政策的制约,地方政府的民办教育政策趋向于保守求稳。与此同时,歧视民办教育的传统观念根深蒂固,再加上民办学校自身发展的脆弱性和不稳定性,致使陕西民办教育在专业设置、招生、学费、职称评审以及社会保险等方面仍然存在着政策歧视和政策缺位现象。为此,必须进一步健全和完善相关配套制度,加大扶持与奖励力度;清理并纠正各类歧视政策,保障办学自主权;提高认识,为民办教育的发展创造良好的舆论环境;强化民办高校内涵建设,走特色化发展道路。Non-governmental education policy is the important guarantee for promoting the development of Shaanxi's non-governmental higher education.Constrained by the relevant state policies,local government policies on non-governmental education tend to be conservative and wanted stability.At the same time,the concept of discrimination in non-governmental education and its vulnerability and instability have resulted in policy discrimination and absence of policy in subject setting,enrollment,tuition,job evaluation,social security and so on.Thus,it is necessary to improve the relevant system and increase the effort for support and reward;cleaning up and correcting those discriminatory policies to protect the autonomous management;raising awareness to create a favorable public opinion environment;strengthening the content construction of non-governmental institutions of higher learning so as to take a characteristic development path.
